ESSENTIAL JOB FUNCTIONS
Manage the City’s Bike Training Facility (BTF) asset and programming.
Prepares work orders, traffic safety studies, community outreach events, and field review of traffic related issues.
Assists with developing and administering routine contracts, which may include preparation of progress payments, negotiation of change orders, resolving contract payment disputes, and ensuring compliance with provisions in the contract.
Reviews engineering plans submitted by others, recommend changes for reasonableness, to conform with existing infrastructure, or in conformance to the city’s engineering code of standards and specifications for the design and construction of public improvements.
Develops and implements educational and promotional safety programs for cyclists and pedestrians
Collaborates with planners, engineers, and program administrators across the organization to implement bicycle and pedestrian projects.
Research, coordinates, and implements pilot programs to increase bicycle and pedestrian mode share.
Maintains the City’s Bicycle Friendly Community status by providing a yearly progress report.
Coordinates with neighboring jurisdictions and internal teams on joint grant opportunities.
Communicates and interacts with a variety of interests including but not limited to elected officials, government and quasi-government representatives, districts, land holders, developers, citizens, and others as needed to perform duties.
Helps develop specific routine project budgets and oversee expenditures of project funds.
Manage and maintain the city’s trail counters and oversee the data collection for the bike program, ensuring accurate monitoring and analysis of trail usage to support planning and community initiatives.
Oversee the Safe Routes to School program, developing strategies to enhance student safety and promote walking and biking, while engaging the community, analyzing travel data, collaborating with the school district and individual schools, and advocating for supportive policies
Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of the state and federal transportation planning processes.
Solid knowledge of principles and practices of transportation planning, traffic engineering, urban design, and public works practices and procedures including standards, policies, and administration.
Strong customer service skills.
Solid negotiation and facilitation skills.
Strong organizational skills and project management.
Solid computer skills related to planning practices including spreadsheets, word processing, graphics, various Software as a Service programs, GIS and databases.
Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
Ability to apply basic knowledge of principles and practices of bicycle and pedestrian facility planning and design to capital projects.
Must be able to operate a motor vehicle.

SCOPE OF AUTHORITY:
Receives general supervision under the direction of the Division Manager. Plans own work to meet defined work plans and objectives. Prepares and/or develops plans for routine projects and programs involving coordination with other departments and/or outside organizations. Guidance may be required in unusual situations. Makes decisions based on organizational policy, codes, ordinances, goals and/or objectives. Adheres to procedures set forth in the City of Arvada codes and ordinances, and department and division policies and procedures.
Financial Accountability:
Makes recommendations to the manager for project budget allocations.
SUPERVISION EXERCISED:
No supervisory responsibility.
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.
Work is primarily performed in an office environment with low noise levels. Physical effort and activities include: occasional exposure to working in traffic and to noise, dust and exhaust.
MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
Bachelor’s Degree in planning, engineering, urban design, environmental sciences, or equivalent in a related field and three (3) years of related experience. A valid Colorado driver’s license and acceptable driving record is required. A combination of education and experience may be considered.
Preferred Qualifications:
AICP certification. Certification as a Project Management Professional (PMP)
